build: Don't set fallback for vcs_tag

Mohammed Sadiq requested to merge pksadiq/Endeavour:wip/sadiq/fix-no-vcs-version into main

vcs_tag fallbacks by default to meson.project_version() which is more helpful for users than 'stable' or 'devel' strings.
