maintainers: Document expectations

I started this after attempting to fix #36 (closed), and not having a place to put that information. I think that it's useful in general, in order to inform expectations particularly for prospective maintainers. Documenting roles is good, if we want more people to take on those roles.

I'd appreciate some feedback on this before I merge it, particularly from the release team.
