App grid default arrangement

Goals
By default, we want the app grid to
- be useful to most people as-is
- highlight/prioritize important apps
- be a good starting point for people to start customizing
- naturally onboard people to the structure and features of the app grid
A few more specific design goals could be
- More than one page (to teach people about pagination)
- At least one app folder (to teach people about folders)
- Leave some empty slots on the first page (to allow/encourage customization)

Concept
- The first page should not be too emtpy, but not too full either so it feels easily customizable. ~5 empty slots feels like a good balance
- In order to make pagination easy to get started with we should have at least 2 pages by default
- We should have some default folders, so the feature is easy to discover, ideally something a bit more focused than the current "Utilities" folder
