Infobars: address problems with their misuse
I think there's some pattern-level issues with the infobar, we haven't effectively communicated their purpose and they frequently get misused.
Thing I usually see is that instead of being a persistent status update that users can act on they're often being used as a) transient elements that ask them to make decisions or b) essentially permanent toolbars.

This instance is particularly offending as it isn't a status update, and it prompts the user with 3 different actions–this would be better suited to a dialog.
This is really just a toolbar with infobar styling. Its doesn't convey a status and it's omnipresent despite the trash bin's status.
Solutions?
To fix this I think we should greatly limit the infobar, update the docs with more explicit use cases and develop a better pattern for some of these misuse cases or find new solutions for them with existing patterns.
