Stop hiding Wifi and other panels when wifi/devices not detected
Issue from Gnome Control Center: GNOME/gnome-control-center#1491
In short the issues are:
- When due to some kernel error or other reason a wifi device is not shown, the panel is hidden and there is no visual indication why
- you cannot change settings set on hidden panels (unless you go directly to the page?)
- @felipeborges pointed out a similar issue he ran into with the Mobile Network panel where it was the last panel and when next loading settings, it automatically loads the last panel.
In general hiding/showing panels can result in surprise.
In the merge request that I created merge request, @feaneron stated this needed input from the design team, so creating an issue here.
