Defining a policy for what's a GNOME project

For new directors, a summary of this initiative is: the Board wants to delegate to the release committee the responsibility of defining what projects are part of GNOME. For that, the previous Board wanted a defined policy which would cover the criteria utilized by the release committee while deciding on the addition of a new project

We discussed the topic in the latest release committee meeting and consensus was that the policy defined at https://gitlab.gnome.org/GNOME/gnome-build-meta/-/wikis/home#technical-conditions-to-enter-gnome-core is a good start for this. The release committee folks have been already (informally) applying these criteria while selecting what gets added to the GNOME Runtime/SDK.
So I would like directors to review this and discuss whether the requirements specified above are sufficient. Once we reach a consensus we should bring the policy to a vote in a board meeting.
