	the contents of the "Irc" page in our wiki.

	* mail_lists.htrw: Restored missing commas, minor updates.

	* release-notes/gimp-2.4.htrw: Updated video for the Foreground
	Select tool provided by Filipe Soares Dilly.  Removed some
	sections that will not be advertised for 2.4.
