Flatpak doesn't install org.gnome.Sdk automatically

Description of the bug
When I used the manual at https://wiki.gimp.org/wiki/Users:Tips#On_Linux to install debug version of Gimp 2.99, I kept getting the error error: runtime/org.gnome.Sdk/x86_64/3.38 not installed
. Either someone needs to correct the dependencies of the flatpak image org.gnome.Sdk.Debug//3.38, or to change the 3rd line of the "2.99" section from flatpak install org.gnome.Sdk.Debug//3.38
to something like flatpak install org.gnome.Sdk//3.38 org.gnome.Sdk.Debug//3.38
.
Reproduction
Is the bug reproducible? Always, in a clean system.
Reproduction steps:
- In a clean system, install Gimp as described here: https://www.gimp.org/downloads/devel/#linux:
flatpak install --user https://flathub.org/beta-repo/appstream/org.gimp.GIMP.flatpakref
. - Install debug symbols as described here: https://wiki.gimp.org/wiki/Users:Tips#On_Linux:
flatpak install flathub org.gimp.GIMP.Debug; flatpak install org.gnome.Sdk.Debug//3.38
. - Run
flatpak run --devel org.gimp.GIMP
Expected result: Gimp should start.
Actual result:
error: runtime/org.gnome.Sdk/x86_64/3.38 not installed
Running flatpak install org.gnome.Sdk//3.38
fixes the problem.
