Implemented /gimpcon/<year>/ directory structure for the GIMPCon
related stuff:

* Makefile: added mkdir rule to make the directories needed.

* gimpcon.xml: this file should be filled in with some general
information about GIMPCon.

* gimpcon2003.xml: new index file for /gimpcon/2003/

* minutes.xml: removed this file...

* gimpcon2003-mins.xml: ... and added it under a new name.

* layout.xml: updated to reflect the above changes.

* style/default.css: added span.shrink3 style.
