Feature - Allow to quickly generate Extensions and Reviews

Oscar Domingo requested to merge Minkiu/extensions-web:feature/populate_extensions_commands into master

If you are starting development from an empty database it can be cumbersome to upload extensions manually and or write reviews, for this exact reason I created these two cli commands, to allow contributors to get set-up faster.

I took the chance to update the README to reflect these additions.
