Warn translators when they haven't filled in their real name

Description
Many translators actually don't notice that they can fill in their profile with more details and their real name is not filled in so Damned lies doesn't let the committer use the translator name as the one to commit on behalf of.
It would be good if there was a banner displayed to notify translators about the ability/need to fill in their details.
