Ensure licensing information corresponds to contributed module
In totem-pl-parser, which was split from totem 14 years ago, I found that some .po
files were still referring to totem's license, or even an old version of totem's license, as the license the translation was under.
I think that it would be very helpful for damned-lies, as a translation tool, to add a notice in a machine parseable way that encodes the translation's license. For example:

# SPDX-License-Identifier: LGPL-2.1-or-later
See https://reuse.software/tutorial/#step-2 for more info about how this could be encoded. I think that the only thing that's missing right now is a way for damned-lies to fetch the license identifier. We could have it added to the .doap
files, with help from the sysadmins, so it's easily fetched by damned-lies.
