Not possible/too difficult to subscribe someone to an issue

If I file an issue and I know that someone else wants to see notifications for any changes on that issue, it doesn't seem possible to subscribe (enable notifications) for that person.

I would want to be able to subscribe people to issues without having to mention them in the issue either while I file it or after an issue is filed.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
