Ability to delete release files

Please consider adding this issue to the upstream GNOME priority list

Specifically it should be possible for maintainers to delete files that are added to "Release Notes" (the feature is generally used to attach pre-built tarballs)

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
