Add temporary option to build against webkit2gtk-4.0
@jjardon @mcatanzaro is this ok? I don't know if there are API breakages between 4.0 and 4.1, but based on how trivial !35 (merged) was, it doesn't seem like Yelp bumps up against any changes.
