fix Chinese disply of help

After installing the operating system, I selected the display in Chinese. Then click the Help button in the upper right corner, I entered the interface, and there was a Help button in the upper left corner, which was actually displayed in English. After clicking the button, its drop-down menu was occupied by the Chinese display, so I think this Help here should also be displayed in Chinese。
