Does not respect info file encoding

Description
Viewing the manual for ledger http://newartisans.com/software/ledger.html, in section 3.3 there is a table that contains a pound sign (as in the currency). Yelp renders this character as U+FFFD REPLACEMENT CHARACTER rather than U+00A3 POUND SIGN.
Looking at the info file itself, it is encoded with latin1, and at the bottom of the file this is indicated thus:
Local Variables: coding: iso-8859-1 End:
So I guess yelp needs to pay attention to this variable rather than assume that info files are encoded in UTF-8.
