"Scroll Up" escape should add the lines to scrollback buffer

Description
seq 100; echo -ne '\e[5S'
Then scroll back with the scrollbar. XTerm contains "...76 77 78 79 80 81 82 83 84...", vte contains "...76 77 83 84..."
Lines scrolled out by this escape sequence should be added to the scrollback buffer.
This becomes tricky if we haven't reached the bottom of the window yet, see bug 710483 comment 1.
