[PATCH] fix behaviour of set-scrolling-region

According to the VT100 documentation, after setting the scrolling region, the cursor should be moved to the home position. This manifested itself as an issue within tmux and vim. The following test case is a simple reproduction scenario:
echo -ne \033[r\033[H\033[2J # reset scroll region, clear screen echo -ne \033[10;5H # move to 4,9 echo -ne \033[5;10r # set scroll region to ll 4-9 echo -e xyz # should be printed at 0,0
With the attached patch, the behaviour is similar to that of xterm.
