valac should warn about non-nullable fields not being assigned a value in the ctor

Description
valac should emit a warning when the constructor does not assign a value to a non-nullable field.
For example the following should warn about b not being assigned a value, as it is null (the default value) at the end of the constructor.
class Test { private string a; private string b;
public Test() {
a = "hello";
// b = "world";
}
}
