option to select audio and subtitle track when opening a file

Description
non-problem:
Video has 1 audio and 1 subtitle track neither of which is my locale. Both are played.
problem:
Many videos have undefined language for audio/subs, multiple tracks marked with the same language, incorrectly marked language on tracks, low quality tracks in the language that my locale is, etc.
The last problem can be solved by starting totem with different locale. It does not have any text worth mentioning, anyway.
The others require that the correct track is selected manually. Since this is not remembered as mentioned in bug 166970 there should be an option to select the track from commandline when opening the video so that
- you can restart the video
- can play back other videos with the same issue when you like have 10 discs of incorrectly marked video or video with unintelligible dubbing
