ID3 tag encoding problem

Description
Please describe the problem: User who uses multi-byte language might meet this problem. Many CJK countries uses several charsets. EUC-KR and UTF-8 is used in Korea, and Shift_JIS, EUC-JP and UTF-8 is used in Japan. Tags of many Korean albums in CDDB are saved as EUC-KR. If you are using EUC-KR system that's no problem, however you are using UTF-8 system then sound juicer fetches invalid encoding(EUC-KR) tag informations.
CJK users need options which sets CDDB server encoding and their own system encoding. And really want Sound Juicer has ability of handling incoherence encoding problem between OS and CDDB server.
Steps to reproduce:
- using different OS charset from CDDB server
- using CJK music albums
- run Sound-Juicer
Actual results: Sound-Juicer fetches tag informations from CDDB server, byt they are illegal encding data and unreadable
Expected results:
Does this happen every time? always happens if you are using utf-8 system charset and CJK albums
