Use Meson gnome.post_install()

Chris Mayo requested to merge chrism/simple-scan:post-install into master

Remove project script and its direct dependency on Python, add icon cache update.

I have included the commit from !267 (closed) here - personally I think it is worth recording what the previous minimum Meson version was. I haven't closed !267 (closed) in case that MR is wanted and not this one.
