Allow rating to be uploaded via piwigo publish

Chun Hui Suen requested to merge shinki.suen/shotwell:rating-upload into master

The current piwigo plugin does not upload ratings. The patch includes

  • upload of rating to piwigo
  • option in piwigo publish pane to control uploading of rating
