The photo pipeline's scaled load-and-decode currently does not support scaling an image larger than its natural size. This needs to be fixed for proper print support.

Actually this ticket should stay open, because the problem it describes (Photo.get_pixbuf does not support scaling up) has not been fixed. But I'm glad that you've found a way to fix #1188 (closed) even without fixing this ticket.
