Now that I see our preliminary tags implementation in action, I'm leaning toward axing the New Tag command. I can create a new tag by simply adding it to any photo, after all. The one benefit of this command is that I can create a tag and add it to lots of photos at once. In the long term, however, we plan to let users do that through the Set Tags… command, which at some point (0.6?) will work on multiple photos together. (And as a short-term workaround, users with the knowhow can drag multiple photos onto a tag they've created.) Given that, New Tag would seem to have only short-term benefit. I also think the command is potentially confusing for two reasons:

It's not immediately obvious that New Tag adds the new tags to the selected photo(s).

The existence of both New Tag and Set Tags… is potentially confusing; users might think that they need to first create tags via New Tag before that using them in Set Tags, for example.
Given all this, I think I vote to remove the New Tag command.

We discussed this, and concluded we'd like to replace the New Tag command with an Add Tags… command. Add Tags… adds one or more tags to one or more photos, and will create the tags if necessary (but will not complain if they already exist).

Also, change Set Tags… to Modify Tags. Not ticketing this because it's relatively minor and the reasoning is related to this ticket.
