Today, Shotwell does not make a copy of a photo when it's imported via DnD. It does, obviously, make a copy when it's imported off a camera. When the photo is removed from Shotwell, no file is deleted in either case.
We should discuss what the proper storage model should be, and decide if it needs to be implemented for the 0.1 release.

Setting to default milestone for this product, "---". Setting qa contact to the default for this product. This bug either had no qa contact or an invalid one.
