Original description:
Redeye reduction code is now integrated into the Photo class, but it really belongs in a separate class and source file. This is so because soon the RedeyeTool will need to use it to apply redeye reduction to a proxy image before the backing Photo is ever mutated.

In most cases we prefer tickets to describe user-visible bugs/features rather than issues internal to the code. As such I've decided to mark this invalid. We can (and should) still take on this refactoring when it makes sense to do so, presumably the next time we touch the red eye code.
