When I open an image in Shotwell, there is sometimes a delay of a couple of seconds before the image appears at full resolution. When importing, we should generate previews at screen resolution so that we can display them instantly.

I've done work to reduce the load time of an untransformed image down to 0.6 seconds. I won't close this bug until Adam tests these new changes and we assess the time it takes with transformations (esp. color adjustments). In particular, it might make sense to scale the photo to window size rather than screen size and deal with the user resizing the window.
