Picture imported as "No Event" but placed into dated directory hierarchy

Description
A .jpg file was imported from an Apple iPad into Shotwell 0.26.3. The picture showed a date listed for it on the Apple iPad. The .jpg file does not appear to have date metadata associated as per exiftool 10.60. The Shotwell Sidebar lists the picture under "No Event." However, the file was placed on disk in the "2017/11/03" directory hierarchy as per the Shotwell Preferences -> Importing -> Directory Structure setting.
Information appears to have been lost during the import process. The Apple iPad clearly listed a date for the picture within the Photos App on the iPad. However, EXIF fields for the date seem to be missing and Shotwell assigns it to the "No Event" section.
Oddly, Shotwell somehow recognized that the file belongs within a directory under the date hierarchy implying that the photo is from that date.
Where did Shotwell get the date information for the directory hierarchy?
