Removing RAW form RAW+JPEG marks photo as missing

Description
In case of RAW+JPEG photo already imported, if RAW file is removed from the file system, photo is marked as missing, even though JPEG is still there and RAW is not used in displaying the image in any way.
Ideally just removing the raw files should be handled with grace. Or at least there should be an option “remove from the library” only the raw files, so they could be moved manually later.
Use case: I want to use RAW developer, that has a workflow which is not quite integrated with shotwell. My RAW+JPEG files are already imported in shotwell and if I want to do the decoupling, I have to remove the files and import only the JPEG bit.
I know it won't help, if I will manually replace camera JPEG with the developed one later, but I would rather handle those cases separately.
