XMP "Date/Time Original" tag added by shotwell conflicts with camera created ExifIFD tag. Results in wrong 'Taken On' time in Flickr.

Description
When a photo is published or exported, and has been rated or modified in any way, shotwell adds the XMP exif Tag "Date/Time Original" even though the ExifIFD "Date/Time Original" tag is already present from the camera. Unfortunately, these can conflict, since shotwell assumes the image was taken in the same time zone as the computer running shotwell (a poor assumption) and writes the XMP exif tag time as UTC with a timezone offset. The camera does not encode a timezone in the "Date/Time Original" timestamp and so shotwell may very easily encode the wrong timezone offset in the XMP tag. Worse, when image is published, flickr will use the UTC value of the XMP timestamp as the value for 'taken on' and ignore the camera's correct "Date/Time Original" when both are present.
My suggestion is to not add the XMP "Date/Time Original" tag to the image on publish/export, since this tag is already correctly added by the camera, and is meant to document when original image was taken. There is no need for shotwell to alter this value simply because a photo has a rating applied.
