Folders not well documented

Description
There is no top-level documentation for folders.
What is the "Library" folder? I thought it contained all of my photos, but clicking on it only displays the ones at the root level. There are references to the "Library" in the documentation, but not a single clear explanation of what it is.
Are folders useful for organizing photos? If so, shouldn't that be part of the "Organizing Photos" documentation?
If my Pictures folder contains sub-folders, will those show up in shotwell?
Folders form a tree structure, but the results of clicking on folders in the sidebar is not uniform. For example, click on the root and and the photos at the root level are displayed. Click at another level and the photos at that level and all lower levels are displayed. There does not seem to be a way to display all photos.
Right clicking on folders is the same as left-clicking.
Can I use folders in my search criteria?
I expect that a lot of the issues that I am having are due to the different ways that photos have been imported. Some photos were already in my Pictures folder. When I import them shotwell does not create a new folder. Other times it does create a folder.
