Delete and Shift-Delete Settings

Description
The dropdown menus indicate that the "Delete" key will move the file to the trash, and the "Shift+Delete" key combination will remove the file from the library. However, when I press the "Delete" key on a photo, the photo is not deleted, but rather it is removed from the library. Pressing "Shift+Delete" results in a pop-up asking if you would like to delete the file or just remove it from the Library.
I believe that the pop-up should appear when the delete key is pressed, because pressing the delete key is what the average user would do when they are trying to a remove a photo. Then the user can decide whether or not they want to remove it from the library or delete it entirely. Those user who are more savvy can press "Shift+Delete" to immediately move the photo to the trash. There is no need for a confirmation dialogue in this case because a user who presses "Shift+Delete" will probably know what that key combination is supposed to do.
I'm using Shotwell 0.18.0
