Deleted tags are recreated for modified photos?

I have a number of tags which seem to be persistent (i.e. I cannot remove the tag from photos). I have tried deleting the tags in question themselves, and removing the tag from the photos. However restarting shotwell brings the tags back. This behavior seems to happen for images that have a _modified version on the filesystem (those which I've edited in shotwell). And I can confirm that reverting these photos to original then removing the tag in question, then restarting shotwell will not cause the tag to be regenerated.
So I'm guessing a reproduction path would involve some combination of editing and tagging a photo, possibly restarting shotwell, removing a tag, and restarting shotwell?

I have metadata writing to file enabled, I think that is quite likely part of the equation.
