Videos not moved out of Missing Files when re-imported

Original description:
To reproduce:
- Find a video already imported into Shotwell
- Close Shotwell
- Move file to new location on filesystem
- Restart Shotwell
- Video should now be in Missing Files
- Drag-and-drop video file from Nautilus into Shotwell
Instead of importing the file and moving it out of Missing Files, the import fails calling the video a duplicate.
