make fails if `which valac` is not present

In case there is no symlink to the current VALA compiler, your Makefile provides a different approach to use $VALAC. Setting this correctly still produces something like:
which: no ALAC in (/usr/local/bin:/usr/bin:/bin:/opt/bin:/usr/i686-pc-linux-gnu/gcc-bin/4.8.1)
Shotwell requires Vala compiler 0.20.1 or greater. No valac found in path or $VALAC.

- File issue7650.patch added
In Makefile:14 $VALAC does not have correct brackets. With the attached small
change, make works with no existing which valac
but with correctly set
$VALAC
