Steps to reproduce:
- With at least 1 raw image without a sister .jpeg available, launch Shotwell.
- Set the image from step one's developer to 'Shotwell'.
- Close the application.
- Reopen the application.
- Bring up the image from step one in the photo page and observe the results.
Notice that the application will set the developer back to 'Camera' without the user having requested it.

As luck would have it, the stale-development-deletion commit wasn'tthe cause of this bug, it just caused a latent bug to be hit more often...

The reason why it appeared to be occasional is that, for raw+jpeg images, we don't delete the 'CAMERA' development, since it's a user-supplied file.
