The user should be able to attach arbitrary tags (or keywords, as iPhoto calls them) to a photo.

Additionally, tags should (optionally) be stored in the image itself, and not just the database.

I've created a separate ticket (#1290) for storing tags in EXIF data. That might or might not happen for 0.5.

The baseline for this commit includes:
- Tags listed in the sidebar (alphabetically)
- Tag evaporation (tags disappear when no photo has that tag)
- Edit list of tags for a single photo (dialog box, comma-separated list, no autocompletion or other fanciness)

Setting to default milestone for this product, "---". Setting qa contact to the default for this product. This bug either had no qa contact or an invalid one.
