To reproduce:
Open any photo
Click on crop and select the drop down menu (starts with Unconstrained)
Notice all the white space on top
This can be confusing for the user who may have to scroll down more than usual to find all the crop options.

This is a duplicate of #1615, which was marked as wontfix a couple of years ago. See the links on that ticket for an explanation.
