Original description:
When developing images with the shotwell developer instead of the camera developer, photos taken as monochrome suddenly appear in color.
This is (at least) affecting Canon raw (.CR2) files.

This is really a special case of #5316 or #1624 (closed). Since RAW, by definition, is a dump of raw CCD data, it's unlikely that even if one's camera has been configured to shoot in monochrome mode that the RAW image data is affected by this setting. Either the camera (or manufacturer-provided photo import software) can easily apply the desaturation transformation to the JPEG, but since RAW image data is supposed to be kept pristine, it's unlikely that color data is ever removed from the CCD dump in a RAW file. There may be special metainformation in the photo itself or in a sidecar file that flags a photo as being in monochrome, and we could respect this in Shotwell by running a full de-saturate on the photo when we display it, but as per #1624 (closed), this should really be done in 16-bits to preserve as much of the original image data as possible.
I know the above discussion is breezy, but what I wanted to convey here is that fixing this case isn't simple and, in my opinion, should be considered as part of the overall problem of expanding RAW support in Shotwell.
