Without the ability to select multiple tags the tags seem to be more like folders.
What if I'd like to look at photo's of my cat AND photo's of the moon? etc.
The interface is something to think about. Once a tag is selected I would hope only other tags which intersect (i.e. there exists a file which is tagged with both tags) would be displayed, making it easier to refine your search. This naturally leads to displaying the number of photo's with both the tag and the currently selected tags next to the tag name (although this may lead towards an unwanted aesthetic).
I would also think that shifting selected tags to the top would make sense.
Then, it would be nice to be able to deselect any tag, not necessarily in the order (or reverse of) they were selected. This would require ticks and crosses next to each selected tag, perhaps.

Actually you can do that today using the saved search functionality (ctrl-S.) Maybe not as simple as you'd like, but it's doable.

Yes, of course you are correct. As you point out, however, this is actually quite a fiddly dialog when compared to the "tag" navigation (which is implemented in many other places, even some online shops use it) which is very quick.
