Ubuntu One Files for Android [1] automatically uploads your camera phone photos to your Ubuntu One cloud. These photos then get synced down to your desktop.
Shotwell could have a photo stream feature (like iPhoto w/ iCloud) showing these photos in a special area of the application. Then the user could decide if they want to copy/import the photos into their Shotwell library (in ~/Pictures) or delete them. No tethering required.
It would be excellent if this could be available by Ubuntu 12.04. I'd be happy to answer any questions about the Ubuntu One side.

I'm glad that you're interested in working on this. Because this will be a significant project, we should have a design discussion between the Yorba team and your team before you get too far. Does your team work for a company (Canonical?), a school or are you independent? Some of the questions we need to discuss are
- Will this be an extension using Shotwell's plugin system, or an addition to the core Shotwell code?
- What version of Shotwell this land in? We're already past feature freeze for 0.12, so I think this will probably be a feature for 0.13.
- What will the user interface look like, exactly?
