I propose the development of an API through which an external program or script (or perhaps a Shotwell plugin) could manipulate the contents of tags.
I can think of different uses for such an API, especially for management of large photo collections. As an example, my own immediate use for it would be to migrate tags from a .psa file (Adobe Photoshop Elements 4 catalog file) into Shotwell. But in general, such an API would allow users/developers to create their own programs to automatically generate tags for photos based on, for example, identification of features in the photos (like faces, colors), or by looking up data on the internet based on the photo's contents/file name/etc.
