Original description:
Reported at https://bugs.launchpad.net/bugs/822268 :
_On Oneiric Alpha 3, with Shotwell 0.10.1, trying to create a background
slideshow, i.e. to use as a wallpaper (so not just a regular slideshow),
it's impossible to set the time/delay, the sliding bar being stucked at
the left position. It results that the background slideshow will
display at app. 1 sec. interval.
I've checked on upstream shotwell bug report system, but found nothing
specific about this..._
I see this too on my Oneiric machine.

Whatever version of GTK ships with Oneiric is stricter about how .glade files are parsed; moving the adjustment definition before the hscale definition seems to make it happy, though.
