Cannot undo an added tag (without restarting Shotwell)

Select a photo
Hit Ctrl-T and add a new tag (that didn't exist before)
Right-click the tag in the sidebar and hit Delete
Hit Edit->Undo to undo the deletion
Hit Edit->Undo to undo adding the tag
Note the tag is still in the sidebar, but it's not associated with any photos. Restarting Shotwell makes the tag disappear.
