My ideal workflow in managing photographs is:
importing photos -> %{=background-color:#ffd700;}selecting%%{=background- color: rgb(255, 215, 0);} the good photos% (archiving the rest - you never know when you might want to see them)%{=background-color:#ffff00;} -> editing photos -> publishing photos%
Now, all of this is possible in Shotwell, but I think that selecting isn't as user-friendly as it should be and it is a very important part. With omnipresent digital cameras (cell-phones, idiot-cameras, dslrs) and huge memory cards, every event gets documented with a flood of photographs. To present it to someone else in a good quality, meaningful way a wise and representative selection is necesary.
Currently, selecting photos is available as:
- marking photos - this is a good step in the direction of selection. A few drawbacks are that only viewing the marked photos in all events is accessible through the main menu in the left (unless filters are used inside events, which is beyond basic users in my opinion), which drags photos out of the context of events; not much more is offered when the marking is finished - like hiding the non-marked photos in the events that have passed the selection phase; the view of the marked photos next to the rest of them could be improved
- rating photos - long, because it requires three clicks (right click, choosing the rate option in the menu, click the grade) and I don't find it equivalent to merely selecting photos - which is a 1/0 decission and requires thinking on a wider level (sometimes we might want to select a photo which is not so good to represent an event), also requires the usage of filters to hide the non-selected photos in events
I think it would be nice to improve the way a user can select good photos
- a possible GUI for this might be a split event view, with unselected photos on the left side and selected photos on the right side
- a button might be used to enter this selection view to let the user know that he conciously entered the selection mode and that upon exit the photos on the right will be considered selected
and use this information more - possible applications might be:
- hiding* the rest of the photos from an event that has gone through the selection phase to introduce order (and add options to edit the selection again, if needed)
- publishing and presenting only the selected photos
- showing which events have gone through the selection phase and which haven't to let the user know what events have yet to be examined
*If someone wouldn't like this philosophy, an option should be available to never hide non-selected photos

A couple of comments about your notes above:
- One easy way to begin whittling through a large batch of imported photos is to use the Last Imported view. This allows you to avoid having to traverse a lot of events looking for the newest photos to inspect and edit.
- You can use the number keys (1 - 5) to rate a photo. 0 (zero) is Unrated and 9 is Rejected. This is a very quick way to rate a lot of photos. Also note that the slash key (/) is a shortcut for flagging and unflagging a photo.
As for the rest of your suggestion, I think what you're asking for is a kind of light table metaphor where photos are moved back and forth from two piles in an easy way. I appreciate the idea, but I feel this can't be achieved easily with the tools we've already provided. In particular, the Flag feature can be used to mark photos for a future batch operation (such as publishing).
