To see the problem, drag any tag to a new position in the tag hierarchy, then open the Edit menu. You'll see that there's no Undo item corresponding to the tag movement. This should be an undoable operation.

Fixed in ra900c238
Note that this patch does not fix #4039. That appears to be a side-effect of the create tag operation making a temporary "untitled" tag for the user to name.
