The default RAW developer in the Shotwell preferences has two states: Camera and Shotwell. Shotwell is the default.
For some reason, every few times you start Shotwell and examine the preferences, it gets set to Shotwell. Note that this does not reproduce every single time.
UPDATE:
This actually happens to other settings, but it's not every time. It seems the GConf->GSettings data migration dies every time, so it's never considered "complete." This causes Shotwell to stomp on my settings every time I restart Shotwell.
