I see this too. When I tried this, I had the default developer set to Camera; in step 6, Shotwell also auto-imported the _embedded.jpg file as a separate photo (which showed up in No Event).

Update: this is part of a larger issue. Offline and trash holding tanks don't know anything about "backing files," whether they be editables or RAW developments. You can see the same problem with editables with the following steps:
Enable library monitor
Import a photo and edit it with Gimp
Move the photo to the trash
Restart Shotwell
You'll now see the edited "_modified" file imported as a new photo.
